Enable clean_flicker_noise by default in cases where possible

Issue JP-3759 was created on JIRA by David Law:

Build 11.1 implemented a general-purpose 1/f noise correction in the clean_flicker_noise step (see JP-3639).

This ticket is to track continued testing of that step, with the aim of enabling the step via parameter reference files for some instrument modes where it can be shown to work reliably.

Linked ticket JP-3760 is to add information about rerunning this step to JDox documentation when reliable guidance is available.
