In conversation with @jaytmiller, he mentioned @philhodge has code for helping to convert or create SFlat, DFlat, and FFlat reference files. This code should be added to this repository.

Add script for reformatting NIRSpec flat-field reference files

reformat_nrs_ff.py can be used to reformat flat-field reference files in
the format provided by the NIRSpec IDT to the format expected by the JWST
pipeline flat_field step.  See issue spacetelescope#34.
