Make it harder for admins to miss ban evasion

When the unban button is pressed, if the ban has a user component, SS14.Admin should first check ban hits. If there are ban hits for user IDs other than the one which matches the ban, SS14.Admin should show a confirmation prior to unbanning.

I imagine the confirmation would just be a pop-up type thing that says "Are you sure you want to remove this ban?" "It has hits from..." [A list of usernames] and then an "Unban" button and a "Cancel" button
