Ability to limit number of answers to the same nick, and to specify that limit only on specific nickname and/or different limits on nicknames.

Problems Solved

Stop specific bot flooders, and make bot speaks together without infinite loop :)

Adding a note: this comes from a conversation on IRC. I see that as a "rate limit controlled by channel ops/bot owner", in addition to the current flood protection settings and the plugin controlled rate limit features.
