As we're adding support for query APIs to libsairedis we should leverage the capability metadata described here: opencomputeproject/SAI#794 in the virtual switch to aid in testing and validation.

this could be done, but it would need to respect --withsai=vs flag in configure.ac, since currently sairedis is mostly compiled with vendors sai, and if vendors have their own capability files, they would need to include them in sairedis repo to be accessible during compilation stage
