Clarify data model from discovery and use

Consideration on clarifying the Solid WebID Profile data model and discovery/use.

In some of the meetings ( e.g., https://github.com/solid/webid-profile/blob/main/meetings/2022-03-01.md#primarytopicof-feedback-on-language , https://github.com/solid/webid-profile/blob/main/meetings/2022-03-08.md#knowledge-transfer-from-sarven-on-spec-language ,) we walked through how the WAC spec described authorization conformance and evaluation separately.

I have followed this plan in #40. It discusses conformance and I will re-write the other sections to focus on discovery/evaluation. Please continue discussion on #40.
