Automatization of the validation pipeline

Newly harvested resources, versions will be automatically validated. In the first step by core metadata validation, in the next step high-value data will be validated against INSPIRE scheme.

• if the validation rules have changed
• if a harvested record is modified externally
• if it applies also to augmented content, then after augmentation (or duplicity) updated the record
