[Analysis][Delfin UI] Analysis of impact on SODA Dashboard and visualisation of performance metrics based on the performance capability API

Issue/Feature Description:
The new performance framework proposes APIs for fetching the capability to get the supported resource metrics for respective storage systems.
The current dashboard uses Grafana to display the performance metrics in charts by using pre-defined dashboards that are configured at the time of Grafana installation.
We have to analyse whether Grafana can be configured dynamically and generate charts and dashboards based on the capability of the Storage system.
