Control winch for baloon via CoAP

2. parameter : winch structure, integer value - signed
   text representation - parse then send raw text request
3. reply coap response timeout if we need to wait for winch to finish operation

Where’s the repository containing the winch code, we’re supposed to use via CoAP?

I’m still not sure, if we should add this functionality into this project. I think we should start a baloon & base project (though the winch is only interesting for the base station). This could have a similar structure to rosetree/riot-saul-coap-external-wrapper and include RIOT and this project.
