Suggested new ROS node to separate control of relay from DHB-10 Controller ROS node. The new node should directly control a GPIO pin that will be connected to a relay.

Accepts control messages, on/off (std_msgs/Bool)
Send status messages, on/off (std_msgs/Bool)
