[Bug]: --profile/--context has no effect on step ssh config --host --roots

Steps to Reproduce

1. Create contexts for two step-cas: ctx-a, ctx-b
2. Select ctx-a with step context select ctx-a
3. Retrieve the SSH root config of the other context with step ssh config --host --roots --context=ctx-b

Your Environment

• WSL on Windows
• Smallstep CLI/0.26.2 (linux/amd64)

Expected Behavior

step ssh config outputs the root of ctx-b

Actual Behavior

step ssh config outputs the root of ctx-a
