discuss if the restrictions should be displayed on any scale and if not define max scale

@kalbermattenm : I'd like to have your opinion on that one: For now the restrictions are displayed on any scale. Should we define a limit? Meaning that on cantonal zoom level restrictions do not appear anymore but only once zoomed in (e.g. ZH: limited to cadastral scales - I wouldn't go that far)

It would indeed by good to limit a bit the scale, for the server and for the user...

Personally, I wouldn't show anything until the parcel limits appear, which is scale level 8 (check it out on the geoportal)

well, there is a minor issue to that: as the WMS is used for the map creation for the pdf file, the scale must be set to display the restriction also for the biggest property of the Canton (6139 - Bevaix) unless we decide that otherwise willingly.

At zoom 4 this is OK....
