Support for ECS deployment circuit breaker

@sebastianmacarescu and @mhuebner Thanks for bringing this up. At the moment, our team has quite a long backlog and I'm uncertain the timing for us to look at supporting this. (I'm still just trying to comb through the issues we still have in this repo from years ago.) Would either of you be able to look into implementing and putting in a PR?
