Bug description

I am forced to submit a captcha (which does not allow me to send DMs upon successful captcha completion - see #5840 ). In the captcha "I am a human" checkbox, I click on

  1. privacy
  2. terms

Neither opens a webpage to show me the respective captcha conditions. Are signal partners selling my info? Recording my IP address? My device info? On what terms?

Steps to reproduce

  • click on DM link (https://signal.me/etc...)
  • write message in signal
  • hit send
  • proceed to captcha puzzle
  • attempt to click on 'privacy' in captcha pop-up
  • attempt to click on 'terms' in captcha pop-up

Actual result: Describe here what happens after you run the steps above (i.e. the buggy behaviour)

  • nothing happens

Expected result: Describe here what should happen after you run the steps above (i.e. what would be the correct behaviour)

  • I expect to see a webpage with privacy, and a webpage with terms.
