Phone number can be changed to same number

Bug description

Steps:

1. Go to settings.
2. Go to accounts settings.
3. Go to change phone number.
4. Enter the Old phone number, enter the same old phone number in the new phone number field.

Current behavior:
This is considered a valid case and the user processes the phone number changing flow.
Actual behavior:
This is not a valid case, hence, the continue button should be disabled.

I am ready with a PR for this solution.
