[kube-control-plane] update kubeadm configuration template to use v1beta4 #118

Our current version of the kubeadm configuration file uses kubeadm.k8s.io/v1beta3 but kubeadm has moved on to kubeadm.k8s.io/v1beta4:

From kubeadm 1.31 you can use the migrate command to update the config from beta3 to beta4.

I could not find a reference on when beta3 will not be supported anymore, but we should upgrade to the new schema anyway.
