目前要更新配置项，只能通过修改 toml 配置文件，但是在快速开发且多人共享集群的情况下，每个人都要频繁修改 toml 配置文件，这会非常麻烦，也难以管理权限。

最好能搞个 hpermission-operator，让用户提交 CR 来修改配置。

可以用 kube-rs 直接就做了，或者另外开个仓库用标准的 k8s-operator 技术栈也成……

其实也可以自己管这些事情，开个http api让人post config来也成。
拿k8s做方便点
