Permalink: Problem with comma in layer name

I have a problem with permalink: whenever I use a comma sign (",") within a base layer name (eg. "City Map, 1911"), permalink fails to switch to that layer, when calling the page through the generated link. Removing the ","-sign makes everything work fine (e.g. change "City Map, 1911" to "City Map (1911)").

I did not look for other special characters with this malfunction. However, space and the braces "(" and ")" work fine.
