This is a placeholder ticket is for @kaladinlight to add the actual problems

Did a dry run this morning and the multisig tried to broadcast instead. Bad flag is not dry. Not sure if the simulator is borked or needs a deeper look in thorchain itself (they might just default to broadcasting)

Also, something was odd with nonce ordering, passing signed messages around the multisig on behalf of the multisig. which was confusing.
