How to Redirect all traffic?

I have an Oculus installation file, but unfortunately, due to locks, I cannot install the necessary components in order for the virtual reality helmet to work. I've already tried everything I knew.

Is it possible to somehow configure Shadowsocks so that this program that downloads all the components can finally go online?

In the GUI version, you can redirect all traffic. But as I understand it, this project is no longer supported.
