Metadata: Note whether test data indicates tests in county or tests on residents #119

For each county, make a note in the BayPD metadata about whether the test data is of tests performed in the county or tests performed on residents , if information is available. If information is not available, note that it is not available.

Marin County's scraper includes this information in "meta_from_source"
