Highlight those areas on the map
Emphasize the need for folks to adopt those drains first

@jasonlally @hackajesse this is a good idea. if we were to do this, would we denote those areas on the map manually, or would you want to use some sort of GIS map data?

I think the easiest way would be able to load some sort of GIS data containing the regions.

update: this is moving forward! we have created a model that will identify priority drains based on repeated calls to 311 over the past 9 years. the next step will be to figure out details of how the drain data will get updated and how often to import, etc, and then we'll figure out what the new icon will look like for a priority drain. more on this soon! @jafowler49

update: we now have icons created for the priority drains. (see separate issue) i think the next step is for our data person to upload the priority drain data and then for you all to make them magically appear on the map! :)

@jszwedko - the priority flag is now in the open dataset

priority_status (1 for priority; 0 for not priority)

Let me know if you need help or if we should find someone to help get the priority icons incorporated.
