This is a bit obscure as it happened almost 20 years ago, but in January 2005 there was a multiplayer open beta for this game.

I recently uploaded it to the hidden palace wiki: https://hiddenpalace.org/SWAT_4_(Dec_9,_2004_Multiplayer_prototype)

Although i were able to run the install without a key, it will need a key to host a match.
