Publishing Workflow

Add a workflow for publishing new versions which gets triggered when you create a new release in GitHub. I will include a guide on how to publish.

To automate the release flow, I'd need admin access to that I can add the NPM token as an environment variable for CI.

@johannes-lindgren Since there is currently no way to give admin permission to others on a personal repository, I would like to transfer the ownership of the repository to you, but GitHub says

johannes-lindgren/immer-yjs already exists

If you would rename that repo I could then do the transfer, thank you!
