Stuck in 'obtaining ip address' when trying to connect to the AP

./hostapd -S hostapd.conf I get the below msg in the terminal

You’ll need to run a dhcp server. Check out https://github.com/SensePost/berate_ap for a tool to automate that. Or the run scripts at https://github.com/sensepost/mana for a dnsmasq config.
