The plan for chapters (cf. DE-RSE/chapter#1) outline that

es gibt gewisse Anforderungen an die Chapter, damit sie auf die Liste kommen

regelmäßige Treffen (monatlich?)

eine Webseite mit Informationen zum lokalen Ansprechpartner, Terminen, ...

einen lokalen Ansprechpartner (dem Vorstand im Klarnamen bekannt)

eine Kommunikationsmöglichkeit für die lokalen Teilnehmer (Mailingliste, Chat-Gruppe)

So I guess we should define those.
