Is beRSErc a good backronym?
Or is it too aggro and will send the wrong signals to newcomers?

BB-RSE might be easier to understand and would highlight the region BerlinBrandenburg rather than Berlin only (if we want to make it a Berlin-Brandenburg RSE).
