Fixes a bug that happened when trying to use an image file as a wallpaper and the image's full path was used.
BREAKING: Changed the way that fixed color desktop backgrounds are configured.

NOTE: From now on, if you use a fixed color as a desktop background, you need to add "0x" before the hex for the color (ex: if you previously had "1=FF0000" now you need to change it to "1=0xFF0000").
