I am running the latest Scylla 4.4.1-0.20210406.00da6b5e9 (downloaded and installed today). I ran into the same issue as described in the closed issue 7930 (scylladb/scylladb#7930). I was only able to run the 'nodetool cleanup' command successfully from the /etc/scylla directory. On slack, Lubos Kosco requested that I open an issue and ask for a backport.

Backported to 4.4. See scylladb/scylladb#7930 (comment)
Will be part of the next minor release: scylla-4.4.4
