Network Discovery Exploration

Overview

We should test to evaluate how effective network discovery is when we advertise the scroll-wire capability on the pre-existing scroll rollup discovery network. This will require instantiating two (or more) nodes and evaluating the time it takes for a connection to be instantiated.

To complete this issue we will need to define a new binary in which we instantiate a network instance that uses the scroll chain spec with discovery enabled.
