Scratch running projects at 22fps in Firefox #4581

Expected Behavior

All projects should run at or near 30fps

Actual Behavior

Even with minimal load, all projects run at 22fps

Steps to Reproduce

Go to any scratch project with an FPS counter
Run the project
See Error

System Details

Windows 11 with Firefox 126.0.1, 127.0b4 64bit

Notes

-Some games are unplayable due to them relying on a constant frame-rate to make segments appear (e.g. https://scratch.mit.edu/projects/428712873/)
-Sound is often messed up due to it always running at the same speed regardless of frame-rate. In Geometry Dash: https://scratch.mit.edu/projects/105500895/ the music for the level becomes de-synced and cuts out before the end of the level.
-Some animations might be nonsense due to sound not syncing up with the frames
-Making the target FPS higher increases the true FPS, but the discrepancy increases the higher the target FPS
-This bug also happens in Turbowarp and Forkphorus
