Windows version of Scratch Link doesn't work with CSR 4.0 USB Bluetooth dongle #165

Expected Behavior

It should work with any 4.0 bluetooth adapter which works correctly in Windows OS especially with such popular chipset as CSR8510.

Actual Behavior

When using CSR 4.0 USB dongle and trying to connect I get the message saying no devices found.
Lego provided software works correctly with either USB dongle or laptop internal adapter which I think proves the dongle is ok. Scratch Link works correctly with laptop internal adapter and not with USB dongle.

Steps to Reproduce

Connect CSR 4.0 USB dongle, run Scratch Link, create new project in scratch and try to add Wedo 2.0 extension.

Operating System and Browser

Windows 10 1909

We've had a few reports of usb bluetooth dongles not playing well with Scratch Link. I'm not sure if it's a general problem or specific to certain models.
