Record modal mic permission prompt arrow points the wrong way in Edge

Expected Behavior

When the you open the sound recorder but have not granted microphone permissions yet, the message should help you understand how to grant permissions (e.g. by pointing in the direction of the browser's permissions dialog).

Actual Behavior

Currently we use a little unicode symbol with an arrow pointing up and to the left, which accurately points toward the browser's permissions dialog in many but not all browsers.

@benjiwheeler reports that when Edge asks for microphone permissions, the prompt is at the bottom of the window.
