Expected Behavior

You should be able to switch languages with the globe icon in the Chrome OS / Android version of the Scratch App.

Actual Behavior

The Chrome OS / Android version does not have a globe icon, so you cannot switch the language. Therefore, there is no way to switch to Japanese hiragana character, "にほんご". This is a problem for small children who cannot read kanji character.

Steps to Reproduce

It always occurs. To switch the language, you need to switch the language setting of the OS, but the Japanese hiragana locale does not exist and cannot be switched.
