Create sample Docker image

We should create a Docker image to demo the xrootd-scitokens plugin.

Basically, a container with an appropriate Xrootd configuration file, where you would have to bind mount in:

• A host certificate.
• A volume you want exported for by Xrootd.
• The issuer name (or scitokens.cfg).
