fGetUrlNavId is returning invalid URL - asp instead of aspx.

A user reports that dbo.fGetUrlNavId is returning an invalid URL, e.g. http://skyserver.sdss.org/dr13/en/tools/chart/navi.asp?zoom=1&ra=161.956848&dec=12.5757809 which should have aspx instead of asp.

This turns out to be a change needed in the SQLLoader repo. I sat with Victor and we fixed the function for prod BestDR13 serving SkyServer and CasJobs, but this still needs to be propagated to the SQLLoader repo. I'll let Victor or Sue do it.
