Extend control service beaconing policy configuration

This topic has been discussed many times, it is one of the top items on the open source roadmap, but to my knowledge there is no open issue, no in-progress design doc, and no detailed record of a discussion.

So, I guess the first order of business is to collect the community input; what is missing and therefore requires an extension?
