mypy . on my machine has far more errors than make lint does in CI

Describe the solution you'd like
Dev and CI should be the same so that I'm not guessing what errors can be ignored on my machine and what can be ignored on CI.
Additional context
This may be a local only issue for me, something with a polluted python env, but idk. Documenting here to see if anyone else has seen this.
