Is your feature request related to a problem? Please describe.

SCSS is more expressive. It would be nice to have our styling in SCSS instead of pure CSS.

Describe the solution you'd like

Create a scss directory in the repo root, move the CSS files there, use a packager/bundler to export them.

Describe alternatives you've considered

SCSS seems to be a little nicer than SASS. I haven't used any other alternatives ever. Someone may want to weigh in.

Additional context

Related to #551 as both require a packager/bundler.
