Bug: kook适配器ws意外断开后重连未检验是否成功

根据kook文档，ws连接gateway后应在6s内收到hello包。在某些场景下ws意外断开后，重连未能收到hello，此时应当拒绝并回到重连逻辑。否则此时BOT将处于假死状态，无法收到任何事件。
