Key-binding registration name is misleading #2

The key-binding registration name (for Ctrl-Shift-T) is wrong and thus is misleading. It uses "Convert To Lower Case" as its name. So when searching command (Ctrl+/) for HTML Block Selector or in key-remapping, one will not be able to find it.
