Explain Function unhelpful

Is your feature request related to a problem? Please describe.
I think the way 'explain' function works isnt very helpful. It just talks through the code, but doesnt explain anything.
Describe the solution you'd like
Perhaps would be good if using say PROC Forest for example, if you asked copilot to explain it, you would get some info on its intended use and perhaps alternatives.
Data steps also have functions that could be explained if asked by the user. There is no way to say 'Explain to me what univariate is doing'.

Describe alternatives you've considered
I tried to ask it in a comment 'What does do>' but then I could only generate code and it would just give me an example of it being used but not what it its doing or for.
