We need to create the endpoints that allow PR and Admins to match media maker's project scenes to songs and allow admins to approve matches.

For PR people:

Have the ability to suggest a match (they don't have the final say)
Can create comments for their suggestions

For Admins:

Have the ability to make a match (and it be the final say)
Can approve matches from PR people
Can create comments for their matches
