Update the core component requirements to specify the usage of the Samvera CircleCI Orb

Currently, the requirement for integrating continuous integration specifies the following:

uses CI (Preferably CircleCI, unless there is a compelling reason to do something else)

This should be updated to specifically reference the usage of https://github.com/samvera/samvera-circleci-orb:

supports continuous integration using CircleCI with the Samvera CircleCI Orb (unless there is a compelling reason to use a custom CircleCI configuration, or another continuous integration solution)
