PMI2: should only be able to construct super rigid bodies AFTER rigid bodies

In PMI1 this works because all the SRB members are stored in a list in Representation and are only later used to make movers. But in PMI2 we're trying to make this modular. Maybe need a build() command like in topology, a one-way command.
