The API is documented here https://developer.salesforce.com/docs/platform/lwc/guide/reference-lightning-ui-layout-api.html

Could we please have a stub for this shipped as part of sfdx-lwc-jest. Currently we have to work around this by defining a manual mock using the moduleNameMapper
