Show recurring users a list of new features since they were gone.

1. collect timestamped new feature alerts (just a sentence, maybe a link)
2. record when user had logged in last and display the list of new features on the next login.

1. user should also have option to browse features they have seen before.

I hate when you get information somehow, and finding past info you remember is difficult (like in G+).

Starring "new features/announcements" so you can easily go back and find them would be nice as well.
