We need to remove the language files from the fcms repo and move it to a new fmcs-languages repo.

Bring in all the language files from the launchpad site into the new repo.
Close down the launchpad site and move to poeditor site instead, it integrates with github better.
Create documentation on how to update the language info
Create documentation on how to use a different language from the new repo
