Patch stm32-7xx-hal for benchmarking

- Remove custom target and .cargo/config
- Remove usize impl, since it doesn't work on 64-bit platforms
- Add Cargo.lock to git
- Fix broken perf-config.json
- Enable `stm32-742` feature for perf runs

  The crate errors when compiled without features.
