Rust - Ease-of-use survey

We could do a mini survey checking in with people about what snags they hit in Rust. The hope is to have it small enough that a non-Rust user can drop us a few lines to let us know what caused them to bounce.

Rust users, of course, could also give us information about problems they're hitting.

It may make sense to line this up just after the Rust 2018 release
